What the labels mean
Allowed by right. Short-term rentals are a commercial activity. This bill allows STRs to operate in commercial districts.
Grandfathered In. The planning commission prefers we use the term "Legal Non-Conforming Use." Since zoning cannot ban existing legal uses, all current airbnb's would be considered an existing use and could continue to operate. Under this bill's companion bill, they'd need a license to operate and need to prove they were an existing STR.
Room in host's home. ADUs and private rooms continue to be allowed everywhere, with stricter regulations.

Caveats
Airbnb fuzzes locations. Airbnb shifts the addresses on many listings for host privacy. That's why you see some listings in parks or cemeteries. Listings near a zoning boundary could be mislabeled, but I hope it averages out to be roughly accurate.
